RCS ALT Company

RCS is a company based in Yorii, Saitama which is run by Rex Schaumleffel (started in 1991). The majority of the business involves sending assistant language teachers (ALTs) to public schools in the Kanto area, particularly Saitama Prefecture.

Employment at RCS
Training at RCS is held in Aril and August, this training is provided to new and returning teachers.
Labor Standards Law Violations
- RCS has faced a significant number of legal actions against its operations by employees including cases filed at the Labor Standards Office for illegal pay deductions for statutory holidays, sick days and cleaning fees.
- Often there is no pay for training in August, and the salary is only a fraction of what it legally must be.
Education Law and Dispatch Law Violations
- RCS often does not use proper dispatch contracts with boards of edcuation. These illegal service (gyomu) contracts violate General Education Law, and the Japanese Ministry of Education has advised school boards not to use these since 2005. Under such contracts, the company is competely in charge of the ALT - not the school. Therefore, the principal or any school teachers cannot tell the ALT what to teach or when to teach - technically, only the company do this.
Civil Law Violations
- In order to send teachers to remote schools in Saitama prefecture, RCS often rents cars to teachers with basic (jibaiseki) insurance - rather than full (inin) insurance. The basic insurance only covers 1 million yen in damages to a third party and offers no coverage at all to the car and driver of the RCS car. This insurance is only valid for work-related driving; however, RCS often does not inform its teachers about this.
- Teachers are often forced out of their apartments after being fired. However, with typical RCS contracts, the apartment rental still remains valid till the end of the contract despite the dismissal. So, if a person is dismissed in August, but the contract ends in March, a teacher can legally live in the apartment until March.
Absentee Boss
Resolving issues is often difficult since the owner of the company is often out of the country in Thailand and Cambodia.
